The Mithridates (1806) of the Pomeranian philologist Johann Christoph Adelung (1732-1806), of which only the first volume appeared during his lifetime, was conceived as an ambitious survey of the languages of the world. 

Lanjuinais's review is hardly surprising from this liberal statesman: he took advantage of the considerable leisure afforded him by his opposition to the Imperial regime to learn English and German, cultivate relationships with many of the leading Orientalists of his day, and pursue his interests in philology and linguistics.
