The second Assembly of Notables, a little-known historical episode, concerned itself not only with the affairs of metropolitan France but also with those of the colonies.
Following the preliminary matter, comprising four letters from the commissioners (to the Notables, to the King, to the Minister of the Navy, and again to the King), the principal text consists of an Mémoire instructif sur le régime & l'importance de la colonie de Saint-Domingue. The two principal issues addressed are the right of the colonies to send representatives to the forthcoming Estates-General and, more fundamentally, whether it was in the interests of the metropole to retain its colonial possessions.
