Born in Béthune (Pas-de-Calais) in 1777 and deceased in Margency (Val-d'Oise) in 1824, Chevalier Bail began a military career before turning his attention to the moral and political sciences.
This work was entered for the prize awarded by the Académie des Inscriptions et Belles-Lettres in 1823.
