Born in 1844 in Meaux (Seine-et-Marne). Orphaned of his father while still very young, he had to work early and was apprenticed to a bookbinder in his native town. Like many workmen of his day, he completed his *tour de France* before settling in Paris, where he worked successively in the workshops of Parisot, de Haas, and Fayot.

In 1868, he took over the Reinsch bindery, place Saint-André-des-Arts, which he ran until 1876. He then moved his workshops to 4 rue Gît-le-Cœur, which he enlarged on three occasions. Gradually replacing the ordinary work of his early years with more refined production, he attracted a bibliophile clientele seeking, for rare books, a sober yet dignified binding, without superfluous ornament.

Octave Uzanne counted Victor Champs, alongside Émile Carayon, among his favourite binders; in 1887 he publicly praised the quality of their casings and half-bindings. Champs bound for Uzanne, notably in 1883-1884, a unique copy of *Les Mœurs secrètes du XVIIIe siècle*, and later, around 1899-1900, *La Locomotion à travers l'histoire et les mœurs*, which features a "talking" binding decorated with a locomotive motif.

His bindings for bibliophiles are sought after by collectors for the soundness of their bookblocks and the finish of the work. Together with Carayon, he ranks among the binders who brought relatively simple work to the highest degree of finished perfection.

He died in December 1912.
