This project for reform of the Egyptian Civil Code was developed during the reign of Ismail Pasha. It appeared shortly after the inauguration of the Suez Canal. The Viceroy then Khedive of Egypt, who had been educated in France, notably at the Staff College, showed a sincere desire to open Egypt to progress.
