Born in Marseille, Moreau began his career in the Westphalian administration before moving to Spain in 1810, where he served in the offices of the French army’s general intendant. He later became French vice-consul in London. In 1829, he returned to Paris, undertook various assignments for the Minister of Foreign Affairs, and subsequently founded the "Société française de statistique universelle" and this "Académie de l’industrie".
