Charles Dupin was first and foremost a brilliant geometer and skilled naval engineer, his mathematical research was important (Dupin's theorem). He began his political career under the Restoration and was sent to England (he made several trips there) for the purpose of spying on the English naval arsenal. He published a study entitled Forces militaires de la Grande Bretagne and knew England very well. Dominique de Pradt was a political writer, in addition to his reflection on the powers of England and Russia, he published a parallel between America and Europe. The text is an important, enlightened testimony on the situation of Europe in 1823.
