This work was written and published following the serious crisis that opposed parliament and royal power in 1753. Parliament went on strike and Louis XV exiled the parliamentarians. Boulainvillier took the opportunity to defend the thesis he had already argued in other works on the benefits of the feudal system, ruined by the abuses of absolute royal power. The author traces the history of parliament since Charlemagne, and analyzes the causes that rendered parliament inoperative. He calls for the restoration of the Estates General in order to counterbalance absolute monarchical power.
