The first part of the work lists the mottos of all the emperors of east and west, with a brief biography and commentary for each entry, while the second part deals with the popes in the same manner. The final part chronicles the significant events that occurred in Europe from 1680 to 1689. The author had already used this approach for the preceding years in 'Le cabinet des grands'.
