A close associate of Villermé, the economist and demographer Benoiston de Châteauneuf (1776-1856) advocates the adoption in France of measures widely used by Great Britain, whereby common-law convicts were transported overseas both to remove them from the country and to contribute to the settlement and development of the colonies.
In France, the system was ultimately applied only sporadically, and chiefly in Algeria.
