Imprimeur-libraire et commissionnaire en librairie. Natif de Dissay, près Poitiers, fils d'un employé de la gabelle. Chanoine de N.-D. de Montreuil-Bellay (Anjou) et docteur en droit, achète une charge de conseiller à la Table de marbre et s'établit à Paris. Auteur de compilations historiques et juridiques et de publications semi-périodiques qu'il diffuse souvent lui-même à partir de 1781, à son adresse de la rue Garancière. Devenu journaliste à la faveur de la Révolution, lance dès le 15 juin 1789 le "Cour[r]ier français", imprimé et diffusé par Gueffier jeune, devenu le 1er nov. 1793 "Cour[r]ier républicain
Le "Courrier" est diffusé alors par le libraire Debarle, au "Bureau général des journaux", avec qui Poncelin semble avoir été associé à la même adresse (r. du Hurepoix, q. des Augustins, n° 17) ; épouse d'ailleurs une (Marie-Geneviève-) Béatrix Debarle, soeur ou parente du précédent. Après le 9 thermidor, Poncelin et son journal passent ouvertement au royalisme (de même pour la "Gazette française" qu'il a créée en janv. 1792 avec Fiévée pour rédacteur). Accusé d'avoir provoqué au rétablissement de la royauté, condamné à mort le 26 oct. 1795 par le conseil militaire de la section du Théâtre-Français, il réussit à se cacher
Rentré à Paris, y reprend son activité polémique au cours de l'année 1796. En janv. 1797, par représailles, des militaires l'outragent et le fouettent dans l'appartement du directeur Barras ; cette "poncelinade" fait scandale. Le 18 fructidor an V (4 sept. 1797), les journaux royalistes sont supprimés, les presses du "Courrier" brisées, les caractères jetés à la Seine et Poncelin, condamné à la déportation ainsi que ses rédacteurs et imprimeurs, doit fuir à nouveau. Reparaît après le 18 brumaire (9 nov. 1799) et, ne pouvant plus exercer le journalisme, reprend la librairie tenue en association avec sa femme et Debarle
Publie notamment ses propres écrits (1797-1804). En faillite ainsi que son épouse le 10 fév. 1804, continue néanmoins à exercer jusque vers 1806. Qualifié d'"ancien libraire" lors de la vente partielle de son fonds (24 fév.-15 mars 1806, catalogue). Nouvelle vente au profit de ses créanciers les 1er-3 mars 1809 (catalogue). Quitte Paris en 1811 et se retire à sa maison de campagne d'Ouarville, près de Voves (Eure-et-Loir), où il décédera
