Chef d'Etat de l'URSS. Jusqu'à la disparition de cet Etat en décembre 1991, Mikhail Gorbatchev fit toute sa carrière au sein du PCUS. Président du Soviet suprême et secrétaire général du Comité central du PCUS à la mort de Tchernenko, il fut proclamé président de l'Union soviétique le 15 mars 1990 par le Congrès des députés du peuple. Il démissionne le 25 décembre 1991
