Complete autograph manuscript dat­ed and signed of the article “Note sur la Solution du problème monétaire an­glo-indien”. 5 pages in black ink on a leaf and a bifolium; 4th page signed and dated: “Léon Walras Vers chez les Blancs sur Lausanne, 3 juillet 1887”. The 5th page was added later and includes numerous autograph corrections and added remarks.

Unique set of manuscripts, typescripts, translations, corrected proofs and offprints of one of Léon Walras' first forays into international economics. This work helped the economist gain recognition among English-speaking peers at a time when their language was becoming the official scientific standard instead of French.

“L. Walras [was] one of the first to recommend the use of a price index to guide monetary policy. Its multi­ple standard provides the information that determines interventions intended to eliminate variations in the value of money. This multiple standard is noth­ing more than a price index used for specific purposes. The usefulness of such an index, which was far from uni­versally accepted at the time when L. Against the imperialist ideology that would soon lead to Europe's downfall, Léon Walras was determined to achieve international equilibrium and proposed in this seminal article “the establish­ment of his system to solve the mon­etary problems of the main economic powers”. By offering a solution of eco­nomic balance to the British Empire. “He hoped to organize better monetary relations between the United Kingdom and India. His plan was intended to stabilize the pound and the rupee si­multaneously, thereby ending the per­manent devaluation of the Indian cur­rency against the pound sterling” (J.-G. Stab).“The question of money interests me [...] because it lends itself to one of the first and most decisive applications of my system of pure political econ­omy” wrote Walras in 1893 (“Le prob­lème monétaire anglo-indien”, Gazette de Lausanne et Journal Suisse, 24 July 1893).

With this essay, Walras hoped to see his theories applied on an international scale. The several versions and numer­ous corrections of this original man­uscript reveal the importance of this “note” for Walras himself. We notice the last part was added a few days after a first version, signed and dated “3 juillet 1887”. Surprisingly, this last additional chapter was immediately translated by Léon Walras himself, as evidenced by the autograph manuscript in English in­cluded in this ensemble.

These manuscripts – among he last in private hands – also contain three ad­ditional autograph pages of calcula­tions (on two leaves) entitled “verifi­cations” and a typewritten copy with a note by Walras.

Although this series of figures is some­what abstruse for the neophyte, they offer previously unpublished informa­tion on the calculation process em­ployed by Walras to check the validity of his theories.
But it was particularly in the manuscript corrections to the set of proofs for his Note on the solution of the An­glo-Indian monetary problem for the meeting of the British Associa­tion for the Advancement of Science in Manchester in 1887, that Léon Walras showed particular attention to the reception of his article by the Anglo-Saxon scientific community.
Thus the two sets of proofs of Note on the solution of the Anglo-Indi­an monetary problem include nu­merous mathematical corrections, deletions, additions and notes by Walras showing the importance giv­en to these translations. “Be so kind as to sent a second proof. LW”, he asked his American publisher, despite the dis­tance and the time involved. But it is a seemingly anecdotal correction that provides the most convincing indication of Walras' particular attention to the re­ception of his theories across the Atlan­tic. He thus crossed out “University of Lausanne” and requested for it to be replaced with “Academy of Lausanne” in order undoubtedly to ensure the legitimacy of his signature among his colleagues.
On the second proof, also included in our set, Léon Walras, among the new corrections made, changed the place of his surname, crossing it out at the end and rewriting it at the top of the article.

We join to this unique set the double leaf of the rare offprint, Extrait de la Revue d'économie politique de novem­bre-décembre 1887. As Jan Van Daal and Donald Walker wrote: “many of Léon's articles appeared in magazines or newspapers printed in small num­bers which enjoyed little recognition, and are therefore difficult to find”. The offprints of Walras' articles are thus the best and almost the only ambassadors of Walras' developing thought and his real means of scholarly communication with his peers (the Internet was born from this same desire for sharing be­tween scientists).
Léon Walras, the inventor of the general equilibrium theory, has in fact disrupt­ed the classical conception by imposing mathematical equations to explain and influence the economy. Along­side Jevons and Menger, he found­ed the marginalist theory that was to become a pillar of 20th century eco­nomics, as Milton Friedman noted in his essay on Léon Walras when Jaffé translated his Elements of Pure Economics: “it belongs on [any stu­dent's] 'five foot shelf'. […] A person is not likely to be a good economist who does not have a firm command of Walrasian economics” (Milton Friedman).
Despite the importance of Léon Walras's theory, original documents, whether autographed or printed by the founder of the École de Lausanne are extremely rare whether in private hands, at public sales or in institutions.

« L. Walras [a] été l’un des premiers à recommander l’utilisation d’un indice de prix pour guider la politique monétaire. Son étalon multiple fournit les informations qui déterminent les interventions destinées à éliminer les variations de la valeur de la monnaie. À contrepied des concurrences impérialistes qui conduiront bientôt l’Europe à sa perte, Léon Walras dans un souci d’équilibre international, propose dans cet article fondateur « la mise en place de son système pour résoudre les problèmes monétaires des principales puissances économiques ». En offrant une solution d’équilibre économique à l’Empire britannique, « il espère organiser de meilleurs rapports monétaires entre le Royaume-Uni et l’Inde. Son plan est censé stabiliser simultanément la livre et la roupie, mettant ainsi fin à la dévalorisation permanente de la monnaie indienne par rapport à la livre sterling » (J.-G. Stab).

 

 « La question de la monnaie m’intéresse [...] parce qu’elle se prête à une des premières et des plus décisives applications de mon système d’économie politique pure. » écrira Walras en 1893 (L. Walras, « Le problème monétaire anglo-indien », Gazette de Lausanne et Journal Suisse, 24 juillet 1893).

Par cette communication, Walras espère voir ses théories mises en application à l’échelle internationale. Les nombreuses corrections et les deux versions du manuscrit original révèle l’importance que revêt cette « note » pour l’économiste. On constate notamment que la dernière partie fut ajoutée à quelques jours d’intervalle à la suite d’une première version, signée et datée du « 3 juillet 1887 ». C’est cette nouvelle partie qui fait l’objet d’une traduction immédiate par Léon Walras lui-même, comme en témoigne le manuscrit autographe en anglais de notre ensemble.

 

À ces feuillets, les derniers manuscrits de Walras en main privés, sont joints trois pages autographes de calculs (sur deux feuillets) intitulés « vérifications ». Bien que cet ensemble de chiffres soit quelque peu abscons pour le néophyte, ils offrent des informations inédites sur le processus de calcul employé par Walras pour contrôler la validité de ses théories.

 

Mais c’est plus particulièrement dans les corrections manuscrites du jeu d’épreuves de Note on the solution of the Anglo-indian monetary problem pour le meeting de la British Association for the Advancement of Science à Manchester en 1887, que Léon Walras fait preuve d’une attention particulière à la réception de son article par le milieu scientifique anglo-saxon.

 

Ainsi les deux jeux d’épreuves sont enrichis de nombreuses corrections mathématiques, biffures, ajouts et notes de Walras montrant l’importance accordé à ces traductions. “Be so kind as to sent a second proof. LW” demande-t-il à son éditeur américain malgré la distance et le temps des échanges. Mais c’est surtout une correction en apparence anodine qui constitue l’indice le plus probant de la particulière attention de Walras à la réception de sa pensée outre-Atlantique. Il barre ainsi « University of Lausanne » et demande un remplacement par « Academy of Lausanne » afin sans doute d’assurer la légitimité de sa signature auprès de ses confrères. Sur la seconde épreuve, également jointe à notre ensemble, Léon Walras, parmi les nouvelles corrections apportées, change la place de son patronyme qu’il raye en fin et réécrit en tête de l’article.

 

Nous joignons à cet ensemble unique, le double feuillet du très rare tiré à part, extrait de la Revue d’économie politique de novembre-décembre 1887. Comme le notent Jan Van Daal et Donald Walker, « beaucoup des articles de Léon sont parus dans des revues ou des journaux à faible tirage et peu connus, donc difficiles à trouver. » [13]. Les tirés à part des articles de Walras sont ainsi les meilleurs et presque les seuls ambassadeurs de la pensée en élaboration de Walras et son réel moyen de communication savante avec ses pairs.

 

Léon Walras, inventeur de la théorie de l’équilibre économique, a en effet bouleversé la conception classique en imposant des équations mathématiques pour expliquer et influencer l’économie. Concomitamment avec Jevons et Menger, il fonde la théorie marginaliste, qui deviendra un pilier de la Science économique du XXè siècle, comme le notait déjà Milton Friedman, dans son essai consacré à Léon Walras à l’occasion de la traduction par Jaffé des Elements of Pure Economics : « it belongs on [any student’s] ’five foot shelf.’ [...] A person is not likely to be a good economist who does not have a firm command of Walrasian economics. »

 

Malgré l’importance de la pensée de Léon Walras, les documents originaux, autographes ou imprimés du fondateur de l’École de Lausanne, sont d’une extrême rareté, tant en mains privées, qu’en ventes publiques ou en institutions.

 

Unique ensemble original de manuscrits, épreuves et tirés à part de la première intervention de Léon Walras auprès des anglo-saxons en vue d’appliquer sa « théorie de l’équilibre économique » à l’échelle internationale, et une réflexion pionnière sur la nécessité de penser la globalisation du marché.
